Istanbul Cadastral Directorate During the technical visit to the Cadastral Directorate, participants will gain comprehensive insight into the structure and functioning of Türkiye’s cadastral system. The visit will include the review of historical cadastral documents, as well as on-site information on the workflows and process management applied in Türkiye’s land administration. In addition, key cadastral procedures will be observed in practice—particularly land readjustment and land development processes, expropriation procedures, and ongoing efforts to improve cadastral data quality. Land Registry Directorates in Istanbul During the technical visits to land registry directorates in Istanbul, participants will be able to observe the operations carried out on land registry records that are created following systematic registration processes in Türkiye. Across the country, more than 20 million transactions are processed annually through land registry directorates, including approximately 4 million sales transactions each year. Observing the functioning of this system—which provides direct services to around 20 million citizens annually—will offer participants a unique hands-on learning experience. Istanbul Metropolitan Municipality Istanbul Metropolitan Municipality has established a mature and well-integrated infrastructure for urban information systems, supporting evidence-based planning and service delivery at metropolitan scale. Through a technical visit to the GIS Directorate, participants will have the opportunity to explore this ecosystem on site and gain first-hand insight into how multi-source datasets are integrated, managed, and governed to enable spatial analysis and operational applications. The visit will also highlight practical workflows for producing geospatial intelligence, including decision-support processes, cross-departmental coordination, and the use of GIS as a strategic tool in urban management.
